Bank of Saint Lucia pays tribute to the late Marius A. St. Rose — a visionary leader who helped modernize the banking sector in Saint Lucia and the ECCU

Aug 19, 2025

Bank of Saint Lucia Ltd (BOSL) extends heartfelt condolences to the family, friends, and colleagues of the late Marius St. Rose, and pays tribute to his extraordinary contribution to national development and the financial sector.

Mr. St. Rose served as Managing Director of the former National Commercial Bank of Saint Lucia (NCB), where he was a steady hand and “loyal captain” guiding the institution during pivotal years, thereby advancing its stature, growth and profitability and improving the country’s financial system.

He led the then fully government owned National Commercial Bank into privatization in 1999, making the shares of the Bank available to ordinary Saint Lucians both locally and in the diaspora. The shares were also made available to residents of the OECS.

In July 2001, his leadership proved instrumental in the historic merger of the National Commercial Bank of Saint Lucia and the Saint Lucia Development Bank, a union that created the East Caribbean Financial Holding Company Limited (ECFH), parent company of Bank of Saint Lucia and a number of other subsidiaries within the Group. This strategic consolidation brought commercial and development banking under one umbrella to better serve households, businesses, and the wider economy and also created other avenues for business growth and diversification.

Following the merger, Mr. St. Rose became Group Managing Director of ECFH, concurrently overseeing BOSL during its formative years, laying the foundations for the bank’s governance, operations and growth trajectory that endure today.

Rolf Phillips Managing Director of Bank of Saint Lucia stated: “Marius St. Rose was a nation-builder. His stewardship of NCB and his leadership through the creation of Bank of Saint Lucia helped shape a stronger, more resilient financial system for our country. We owe him a profound debt of gratitude.”Bank of Saint Lucia joins the national community in celebrating a life of impact and service.

We extend our deepest sympathies to his family and loved ones.
